The Rebel Challenge
Each
person on a team or in a club or organization will have the
opportunity to participate in a voluntary drug and alcohol
screen between Sept. 29 and Oct. 31. The screening will not
be punitive.
At the end of the month, the club, team or other group that
has the highest percentage of its members testing drug and
alcohol free will receive the $1 fee charged to each
entrant. T-shirts will also be available to purchase
showing students' decision to be drug and alcohol free

community in the coming months.
Owen County Teen Alcohol Prevention
Project
Owen County was
identified in 2005 has having a significant under-age
drinking problem as measured by consequence data,
specifically the high number of alcohol-related school
violations and the high number of teen violent deaths in
the community. In addition, our teen pregnancy rates and
delinquency rates are higher, our achievement rates are
lower than those in surrounding communities, all considered
symptoms of under-age drinking.
There's also the preception by some community members that
alcohol laws are not being fairly enforced for all
teenagers. But in reality, 89 percent of teenagers charged
with alcohol-related law violations face the legal the
consequences of their actions.
In a dry county, some may question where teens access
alcohol, but the answer is easy - most get alcohol from
older brothers or sisters, friends or even their parents.
They drink at home and in other unsupervised locations,
such as field parties.
Students readily admit they are drinking. On the 2006 KIP
survey, 85 percent of high school seniors in Owen County
said they'd tried alcohol and a local survey conducted in
the spring of 2006 shows that 35 percent of high schools
students and 21 percent of middle school students have
experimented with alcohol.
So what are our options?
Our plans include communicating with parents and teens the
dangers and consequences of alcohol use. For example, a
teenager who drinks alcohol is 4 to 5 times more likely to
have an alcohol addiction problem than a teen who delays
the use of alcohol until the age of 21.
We will work with law enforcement officials to develop
consistent enforcement measures and communicate them with
the public.
We will work with the school system and city and county
government to strengthen polcies and implement social host
ordnances in the community.
We will develop partnerships with organizations in the
community to provide alcohol-free activities for youth in
Owen County. In fact, our first three events were held in
June and the organization sponsored 10 students on a
service trip to New Orleans in July.

Back
The Owen County SERVE
group returned from New Orleans on June 20 with a week of
memories stored in their minds. Most of those who
participated said it was a life-changing week. See the TAPP
Photos page for more photos from the week. And if you'd
like to send a comment - if you attended or if you'd like
to send an encouragement to those who participated - send
them to pattimclark@bellsouth.net and I'll add them to the
page in the coming days. Thanks to everyone who supported
our efforts, who prayed while we were gone, who
participated or helped in any way. We couldn't have done it
without ya. And yes, there are already plans for next year
:)
